This was in Utrecht, close to the main railway station and by no means the only bike parking available. It is a double decker bike park, being possible to lower the upper mechanism and allowing you to wheel your bike on with ease. The whole thing was surrounded by a secure fence. Access for bikes was furthest from the station, with a turnstile entrance for the riders to leave the bike park to head to the station. I am afraid I cannot vouch for the precise accuracy of the placement on the map.
