I think that's a channel on the left edge of these steps, to help wheel bikes, then again it might just be a drain.
Footbridge on the Lodes Way (NCN11) which needs replacing with a new cycle bridge. There are steep steps but with a ramp down the sides.

Approx measurements of first flight of 16 steps. Height of top of wall above stair tread = 1.65 m. Thanks to passing dog-walker for help with measurements! Difficult to be accurate at ground level due to foliage.
