This looks like a road with just narrow cycle lanes. However, it's actually a road used by hardly any cars at all, as there's nowhere to get to by car and no way of using it as a through road. The car in the photo will have to do a right or left turn soon and head out of the centre rather than towards it. The speed limit is of course 30 km/h.
