Why not put in a proper link for pedestrians and cyclists between Tesco and Stevenson Court/Beche Road?

Apparently the reason was because, when asked during the planning process for the new Tesco, the residents of Stevenson Court said they didn't want one (but subsequently 'vandals' have made a hole in the fence!).

Eventually fixed, see #70763.
