Have you thought about roofing over some of the main traffic routes in the centre, whenever you come to a significant re-development? Keep the motorised traffic below and open up fresh pedestrian and cycle ways above? Shops and offices would have to move their front doors up a level but that would not be difficult. It works well in other traffic-dense cities.
