The Jeugdtour is the largest youth cycling race in the world, which attracts competitors from all around the world. It is a week long event held annually in Assen. This photo is from the criterium, which is held on roads closed for the occasion. Other events are on other closed roads, on cycle paths through the woods or on the cycle racing track.
In 2009, Assen is hosting the prologue and first stage of the Vuelta.

They may be juniors, but they're fast as you'll see from the video. From here, riders progress into professional racing.
