All cul de sacs should be permeable on foot and by bike. Make travel by bike easy, painless and quick and there is a greater likelihood that people will cycle rather than driving.

Remove all barriers, ensure all crossovers have dropped kerbs, and bring paths out to a flat topped hump wherever possible to keep vehicle speeds down.
