As previously mentioned both cyclists and pedestrians are too close to faster than speed limit traffic. The ONLY solution is to take them both away from near the road and not just widen what’s already there. I think this would only be possible using an easterly route and not on the west side of Eastern Road. Make a combined cycle and pedestrian route that attempts to follow the shoreline, possibly using a similar method as was used on Hilsea Ramparts/Alexandra Park combining a concrete sea wall and pathway wide enough for cyclists and pedestrians. Central government appear to be handing out money for anything so ask them as part of protecting Portsmouth from rising sea levels. In time this could be undertaken near Milton Common shoreline to give a route right down the east of Portsea Iland to the seafront at Eastney.
