[UPDATE: The floodgates have been replaced. The route re-opened 19.11.21] Update 2.5.21: See closure warning signs: #168189 and links. Update: 15.4.21. See: ea.sharefile.com/share/view/sb274c3a3992c46eca40459bfb069d215 for the map of the diversions that will be in operation while the floodgates are replaced at Lendal Bridge, York. [Image taken 24.3.21] Bank of the Ouse, York between Scarborough and Lendal Bridges, heading south. The flood gates (see #165865) under the latter are being replaced. From April-July 2021 inclusive, it won't be possible to cycle through the arch. The proposed diversion will take cyclists (presumably also pedestrians, wheelchair users...) through the car park on the right. It will need signage. It will need destination information. The area to the right, doesn't suggest 'walking route' or 'cycling route', just 'car park'.
