It's not just about the width of what you are trying to get through or with but also the length. In the Executive summary of 'Cycling for Everyone A guide for inclusive cycling in cities and towns' (p8) the Sustrans report cycling_for_everyone-sustrans-arup.pdf says: All urban design, including cycling, is not neutral, it either perpetuates or reduces social inequity."
