[Image taken 8.6.21] Marygate car park, York. The person in the chair and the person pushing had come through the car park. Perhaps taking a short cut avoiding the rough cobbles (see: #168740) round the edge of the car park. Or perhaps having got out of a car. It's a further reason entrances and exits need to be kept clear of vehicles see: #169785 and greenery kept cutback: #169692 and be sufficiently wide to be usable: #169841.
