One council officer refers to these as “ankle breakers”. They are also ‘pannier wreckers’ but more seriously ‘freedom limiters’ or for some people simply ‘insurmountable barriers’ that limit or prevent an individual from moving around the city’s network independently, spontaneously… (See also: #173450. ) Other width images today see: #174714, #174715 and links.
