[UPDATE: I saw on 23.11.21 the racks were clear again. An email from the contractor explained: "Apologies, we had issues with our vehicle on Friday afternoon which meant I had to leave them in the location. These will be removed on Monday morning."] [Image taken 20.11.21] Tanner's Moat, junction with Wellington Row, York. The Sheffields (racks) are unusable. All too often cycle infra is used as a dumping ground or is obstructed (see also: #175971). Not only are the facilities made unusable or unattractive but the misuse gives the wrong message to people who do cycle, would like to cycle, could cycle... and people who don't see cyclists as legitimate road users or who have a right to public space. The nearest racks, for which these could be the overflow - for the Perky Peacock cafe on the other side of the arch - were full (see: #176031). Plus, the following day I saw there was racing on the river. Likely more people needing cycle parking - participants, public, supporters, vols, Other image today: #176032.
