How do you know you are on the National Cycle Network ?

You are signed straight up a steep hill only to come down it again, where the the road disappears, replaced by an overgrown track barely one foot wide, then barriers, a dismount sign ( #18196 ) and an unnecessary detour.

Why are the designers of these ridiculous "farcilities" so determined that people should not be able to cycle on them ?
