[Image taken 28.9.22] Raylor Centre, James Street, York. [NOTE: No street view at this location] 54cm is insufficient space ahead of the support racks to accommodate many/most cycles. You need to be able to wheel even a standard length machine in sufficiently far that it is supported by the upright (see: #180534) and so you can secure your cycle to it. Further, unstable cycles take up all the space (see: #186298) when Sheffields are designed for a cycle to use each side. Other image here today and links: #186443.
