The minimum recommended distance between uprights (and therefore also any vertical structure to the side of cycle parking) is 100cm. The recommended distance is 120cm. I think there's a case for 150cm especially at the ends of racks. Compare the space available here with the dimensions of this 'York' cycle (rig set up for utility or - as in this case - child carrying) at the library today: #188688.
