(The central bollard is removable.) In fact, pedestrians with/out buggies, walking aids, companions; people in mobility scooters and wheelchairs and anyone accompanying them; people with wheeled luggage… all use the gaps – when the road space on the far side is clear (see: #188663). The pavements beyond the bollards are narrow and there are no drop kerbs. Note also the sign indicating there is cycle parking to the right. There is no matching sign on the other side.
