This is probably a good display of lack of control. It's possible to postulate that the driver was doing something else in the car than just driving.

As I arrived behind the waiting car, there was a long gap to the next car at the pinch point. Then the driver rapidly accelerates towards the pinch point dispite there being a oncoming car with priority. The driver only adjusts their driving at a time when it leads them over the pinch point line and has to pull into the cycle lane to get out of the way of the oncoming car.
