Technically this is breaking a red light as it's crossing the front line. But at minimum it's passing an ASL.
Looking at the whole clip, the light turns red well in advance of me getting there. And I've stopped for a while before this car gets there and passes the lines. Almost certainly a case of not looking what was going on ahead.
Going through a red light is often a charge thrown at cyclists, and for some rightly so. I don't, it breaks Highway code rule 109". Cars also shouldn't and will do a lot more damage than cyclists.
