High capacity cycle racks outside the City Council's offices ... where simple sheffield style racks would have been fine.

These racks are more suited to locations where there is lack of space. They separate the handlebars, hold the front wheel and provide a place to lock the frame. But they are more awkward to use than a simple sheffield stand, especially in this location where there is short-term visitor parking.
