The first car hangs back as I go over the bridge, so at the next clear stretch I wave them through, keen to return the good behaviour on the road. The second car might have seen that and just blindly followed or simply decided to overtake when there wasn't room. The decision to pass was made before the actual passing and when there was no clear view of the road ahead.

Again, breaking "Highway code rule 163".

As the Highway code picture shows, why isn't the driver all the way over the central line? Because that would put them against any on-coming traffic. So, don't do it at all!
