This is a narrow one way road with a contraflow cyclelane.

All kinds of offences going on here.
1. 2 cars parked in the contraflow cyclelane (at 26 seconds). Breaking Highway Code Rule 240 (backed up in law)
You MUST NOT stop or park on a tram or cycle lane

2. Cars driving in the contraflow cyclelane (from 27 seconds). Breaking Highway Code Rule 140 (backed up in law)
You MUST NOT drive or park in a cycle lane marked by a solid white line

3. The cars above are trying to avoid the lorry parked up for unloading, probably into The Cambridge Corn Exchange (at 28 seconds). Breaking Highway Code Rule 242 (backed up in law)
You MUST NOT leave your vehicle or trailer in a dangerous position or where it causes any unnecessary obstruction of the road.

Parkign in a contraflow cyclelane is considered especially dangerous as there's no legal way round by bicycle. This is supposedly looked at seriously by the police.

But mostly the issue must be that this road needs to have some kind of redesign. Currently it's not safe for vunerable road users and, technically, no-one can unload into the Corn Exchange in large vehicles.
