Its a little hard to tell in this mobile 'phone photo but the small white dots are solar powered and light up the edge of the cycleway.

This section runs through an airport approach path, hence the sign asking path users to STOP when lights show. The red and white dashed border of those lights is shown towards the right of the shot.

Anyway, these solar powered lights are very useful on moonless nights.
