At witnessed here before this summit is really unsighted for oncoming traffic.

The driver here clearly considered that slowing down just in case there was a car coming as unnecessary thus potentially endangering other motorists. Their only hint that this may be an issue was trying to get as far to the left as they could, thus passing me with very little space at over 40mph (road markings v clip timings). If there had been something coming the only option for this driver would be to swerve left, right into me.
At least this is Highway code rule 163.
Overtake only when it is safe and legal to do so. You should give motorcyclists, cyclists and horse riders at least as much room as you would when overtaking a car.

But the failing to take account of what could happen would suggest something along the lines of Careless Driving really should apply here.
