Bridgwater, Marsh Lane, Crossway Swing Bridge to Somerset Bridge Railway Bridge.

I’m looking for advice on maintenance of a route used by many cyclists to commute between the housing estates in the North of Bridgwater to the industrial units at Huntworth Industrial Park and the Thistle Park and Showground Road industrial units plus ‘quiet road’ access to Bridgwater College accepting that the main A road route through Bridgwater is very intimidating to say the least.
This route is also used by many pedestrians, school children and cyclists for leisure, currently the route is in a very bad and dangerous state namely large pot holes obscured by water. I was carrying drainage work of my own yesterday and numerous cyclists commented on the dangerous condition and thought with the promotion of ‘cycling to work’ and with more and more industrial units being constructed in the Huntworth area we may be able to improve the conditions or at least provide a safe route through.
I see commuters cycling early in the morning and evenings and have concerns for their safety, one other question is, who would have ‘duty of care’ for this stretch of lane?
I know the Southern Distributer Route is planned but this project appears to be being pushed further and further back to the future.
