And after a couple of days of no illegal parking, they are back again!

...in this location (amongst others along this stretch) we've finally restored legal parking. Looking into the development, all the space that was available now has vehicles parked in it. Is this an end of the illegal parking here? Let's hope so.

You MUST NOT stop or park on a tram or cycle lane.

And the 1988 Road Traffic Act, section 21.
Any person who, without lawful authority, drives or parks a vehicle wholly or partly on a cycle track is guilty of an offence. Unless:

saving life, or extinguishing fire or meeting any other like emergency
maintaining of any structure or other work situated in the cycle track or its verges
undertaking any works in relation to any apparatus belonging to or used by sewerage authority or electronic communications code network

Again, these may be developers, but they are none of the above exemptions.
