Towpath congestion during the Town Bumps.

The tow path is a great cycle route, although with significant qualifications. It is quite narrow, requiring care when passing. The surface is not sealed so it is dusty in summer, muddy in winter, and bumpy all year. It wouldn't be acceptable for a public road so cannot be viewed as a substitute for roads. Only when cycle paths are built to the same standard as roads will they genuinely encourage people to cycle for transport.
