This is far too close, well below the standards expected in the highway code, especially rules 213 and 163, which say the car should be on the other side of the central line. And given there is a clear sight line and no oncoming traffic, there is no reason to not be over it.
Then, looking at the road markings and video-clip timings, their average speed was at least 70mph, well above the 60mph speed limit.
As this was so close, and so fast, it is so dangerous to vunerable road users. I'd suggest this is well beyond careless driving and extending into dangerous driving.
Now, I believe (but cannot prove) that this is the same car as in clip youtu.be/Btp3yD0ZjpM. If this is the case, then there would seem to be a pattern of recklessness.

Motorcyclists and cyclists may suddenly need to avoid uneven road surfaces and obstacles such as drain covers or oily, wet or icy patches on the road. Give them plenty of room and pay particular attention to any sudden change of direction they may have to make.

Overtake only when it is safe and legal to do so. You should give motorcyclists, cyclists and horse riders at least as much room as you would when overtaking a car.
