This is far too close, well below the standards expected in the highway code, especially rules 213 and 163, which say the car should be on the other side of the central line. And given there is a clear sight line and no oncoming traffic, there is no reason to not be over it.

Then, looking at the road markings and video-clip timings, their average speed was at least 37mph, well above the 30mph speed limit.

So, I'd suggest speeding as well as careless driving here, in a residential area.

But this is only half the story, I believe. For the rest see clip youtu.be/9mHjzzHCbIA

Passing to Close
Highway code rule 213.
Motorcyclists and cyclists may suddenly need to avoid uneven road surfaces and obstacles such as drain covers or oily, wet or icy patches on the road. Give them plenty of room and pay particular attention to any sudden change of direction they may have to make.

And more importantly Highway code rule 163.
Overtake only when it is safe and legal to do so. You should give motorcyclists, cyclists and horse riders at least as much room as you would when overtaking a car.
