This path has been converted to allow people to cycle between Little Abington and Babraham without using the horrific roundabout at Fourwentways (where the A1307 and A11 meet). There's only 1 other truely safe crossing place in 12 miles of the A11 dual carriageway, and a few more horrific (car racing) crossings.
However, this upgrade is based on a bit of paint and the odd bit of metal. And it certainly doesn't cope with a lot of designs of bike, speficially those that would be useful whilst doing a school run or shopping trip (cargo and trailer bikes).
No doubt someone has ticked off the "cycle-friendly crossing" made box somewhere, when this is far from the case. If we were to look at why parents take their kids to school in the village a little over a mile away by car, this would be the reason and main blockage to increasing local cycling (saving money, improving health, reducing congestion).
I'd suggest that the "No Cycling" sign is a sarcastic comment by someone.
