This is a feeder queue for the taxi rank on St. Andrew's Street, designed to reduce the problem of over-ranking there.
The idea is that taxis wait in this queue, the sign at the head of the queue (see #55988) tells them when space is available.
The driver of the second taxi in this queue (the car) has got out of his vehicle because the sign is obscured by the people carrier taxi in front of him.
I asked him how he thought the system was working - he was not very impressed, saying it was rather like rocket science and that a screen relaying the image of the St Andrew's Street rank would be simpler.
