I think this was a driver under instruction. If so, the instructor should be telling the learner exactly what they did wrong doing this manoeuvre directly afterwards. We all need to learn how to drive.

The more alarming action would be that the instructor thought there was nothing wrong. This would, of course, make anyone think what else do instructors from this compnay get things wrong. Would learning from them help you pass your test? And likewise if this an instructor driving.

Highway code rule 213.
Motorcyclists and cyclists may suddenly need to avoid uneven road surfaces and obstacles such as drain covers or oily, wet or icy patches on the road. Give them plenty of room and pay particular attention to any sudden change of direction they may have to make.

And more importantly Highway code rule 163.
Overtake only when it is safe and legal to do so. You should give motorcyclists, cyclists and horse riders at least as much room as you would when overtaking a car.
