Claud Butler Bike!

This bike was stollen + has been recovered by its lawful owner. Any problems call the police!

It took me a while to work out what it was talking about. The conclusion I came to was that someone had their bike stolen and went looking for it. Then they found it affixed to this lamppost and seized it for themselves.

I think they should have contacted the police to tell them that the bike had been found. In those circumstances the police can arrange for it to be collected. Its a bit of a grey area as the owner would have to demonstrate that it really is their bike. Messy.
