UPDATE 1 Dec 31 2015 Had a reply from TfGM who stated "We are currently reviewing the operation of the junction and considering the options to improve the situation for cyclists at the junction. We will need approval from Manchester City Council before being able to proceed. Sorry I can’t give any timescales and anything more definite"
In the meantime a cyclist at the halfway position heading west toward the Universities may proceed if the pedestrian light is showing 'green man' for the same section of road (despite the cycle signal showing red - take note @GMPolice @GMPMossAndHulme ). twitter.com/GMcycling/status/682631210623975425

.The furthest red light is bonkers - there is a green man AND green light for motor vehicles so absolutely no reason for this red light for cyclists completing their crossing of the junction - confusing and dangerous !!!! Greater Manchester Police's Operation Considerate would penalise RLJ cyclists for a failed traffic light system. The lights are on green for vehicles going forward and there is a filter lane for left-turning vehicles (see Google image) so dubious reason for the nearer red lights for cyclists and pedestrians. (Oncoming right-turning vehicles should give way as they do for the motor vehicles and elephant footprints emphasise). This arrangement discourages most cyclists from using the protected cycle lane - by not using the lane the cyclists has priority (over oncoming R turners) also if you look closely the cycle lane channel (next to the first red light for cyclists) has accumulated mud and debris and has not been cleared for ages.
HISTORY:
THE GREEN LIGHT FOR CYCLISTS WAS SHOWN THE SAME AS THAT FOR THE GREEN GO PHASE FOR MOTOR VEHICLES BUT VEHICLES TURNING RIGHT DID NOT YIELD TO CYCLISTS GOING STRAIGHT ON - SO INSTEAD OF REINFORCING THE OBLIGATION OF DRIVERS TO GIVE WAY TO CYCLISTS, RIDERS ARE FORCED TO STOP HERE AND EVEN (BIZARRELY) STOP AT THE HALFWAY POINT - A CLASSIC CASE OF BIAS TOWARD BAD DRIVER BEHAVIOR.
