It's possible there is a straightforward explanation for having a rectangle of red tarmac next to a (currently suspended) bus stop, but it's eluding me.
ETA: It would appear to be the start of a 20mph speed limit (there's a sign to say this on the footway) but to date there is still no marking on the rectangle.
