A low point in the kerb causes ponding here across the full width of the cycle lane and beyond. See how far the rider is from the kerb here in order to avoid the puddle - approx 2.5m. The gulley in the forground needs to be re-positioned, an additional gulley added, or a better option would be to put in kerb channel drainage (much more effective and more cycle friendly).
