The bus driver did not break the law here. Toucan crossing appears to show 'green man' at the same time that the bus driver receives a green light. In fact the green man is for the crossing parallel to the bus, off to the left of the photo. This is a user-interface failure, similar to twitter.com/MattTurnerSheff/status/954749924557639680
