A new bin has been placed wide face on the path's dropped kerb to create maximum obstruction to walkers and cyclists. Worse the person on a bicycle on avoiding the pedestrian and the obstructions may be compromised by a motor vehicle approaching from behind (the person on the bike distracted by walker and all the obstructions ahead) Notice that the existing bin has not been removed which would have been an ideal place for the new bin (or even place the new bin next to it )
