The farmer seems to have decided that he needed to build a new cycleway so that he could then barricade his access road. Surely just closing two-thirds of its width would have been simpler?

The Babraham-Stapleford footpath crosses this private farm road (owned by the Babraham Research Campus) - definitely no public access.
