There's no connection between the A4 and NCN route 403 - but a short stretch of footpath could be upgraded.
Cycleway closed EVERY Thursday in winter - presumably to stop it becoming a right of winter, although I think just one overnight closure a year is needed. They probably don't actually close it, of course.
