I think the bus stop here is designed to hold up traffic by being only one lane wide, in an attempt to prevent this new development from becoming a 'rat-run'.
This looks like a potential rat-run through the dentists' car storage area from the Ring Road onto Mill Road via Seymour Street - avoiding one set of traffic signals.
