"No unauthorised vehicles - Ground unsafe" "No unauthorised persons" Does the Wirral Circular Trail sign authorise cycles and people to pass these other signs?

Looking up NCN route 62/68 from Woolley Bridge Lane (see pic #19054). The route is overgrown and obstructed, also unlit and confined, so not very safe.
